Founded in 1896, Shanghai Jiao Tong University (SJTU) is one of the oldest and most prestigious universitiesin China. The School of International and Public Affairs (SIPA), SJTU, established in 2003, includes two major disciplines: Political Science and Public Administration. According to surveys conducted by the Ministry of Education, SIPA’s Public Administration program was ranked 7th nationally in 2012 and rated as a Class A discipline in 2017. In 2018, SIPA’s MPA program was rated as Class A in the first National Professional Degree Evaluation. In the QS ranking 2020, SIPA is ranked among the top 100 in the world and top 4 in China for the second consecutive year in Social Policy and Public Administration. SIPAenjoys growing social influence, and after almost 20 years of relentless growth,SIPAis now closer than ever to becoming a world-class school with distinct Chinese characteristics.

There areover 70 academic staff at SIPA. Over 45% of them possess a PhD degree fromrenownedoverseas institutions. Over 90% of them spent over one year studying or working abroad. SIPA faculty were awarded various honored titles at both national and provinciallevels,includingChang Jiang Scholars and the National Science Fund for Distinguished Young Scholars.

SIPA is seeking for scholars both at home and abroad for faculty appointments in all ranks. Applicants with professional or academic experience in Public Administration, Political Science, and International Relations are welcome to apply. The details are as follows:

 

Available Positions and Qualifications

Chair Professor/Distinguished Professor/Tenured Professor

  1. Ÿ   Applicants with a professorship or other equivalent positions in world-class institutions, or those who won important awards, honors, or have been selected into high-level talent programs are invited to apply for this position;
  2. Ÿ   Well-established academic credentials and reputation in relevant fields;
  3. Ÿ   Uphold academic integrity and possess team spirit.

Associate ProfessorTenure Track

  1. Ÿ   Earned doctorate from a world-class institution and have at least three years of work experience in relevant fields;
  2. Ÿ   In principle,applicantsshould be under the age of 40, yet the age requirement can be flexible for really outstanding candidates;
  3. Ÿ   Exceptional academic records, good communication skills and teaching skills to deliver courses and supervise PhD students;
  4. Ÿ  Uphold academic integrity and possess team spirit.

Assistant Professor/Assistant Research Fellow

  • Ÿ  Earned doctorate from a world-class institution, and relevant work experience would be a plus;
  • Ÿ  Excellent research records, clear research focus, and strong academic potential;
  • Ÿ  Uphold academic integrity and possess team spirit.

Responsibilities

  • Undertake teaching activities as assigned by the school;
  • Conduct scientific research, lead or participate in provincial- and higher level research projects, and publish high-quality academic papers;
  • Organize or contribute to discipline development;
  • Undertake management jobs or other social service work as appointed by the school.

China Institute for Urban Governance

The China Institute for Urban Governance (CIUG) is jointly established by SJTU and the Development Research Center of the Shanghai Municipal People’s Government under the auspices of the Shanghai Municipal People’s Government. The mission of the Institute is to build a reputable think tank withChinese characteristics that serves as a base to attract and cultivate high-end talents.Established on October 30, 2016, the CIUG relies on SJTU’s strengths of multidisciplinary studies in humanities, sciences, medical studies, engineering and agriculture, pursues innovative, coordinated, green, open and shared development, and focuses on hot and key issues and difficulties duringthe governance of mega-cities like Shanghai. The CIUG faculty has conducted continuous research in five major research areas: urban innovation and high-quality development, urban-rural integration and regional synergy, urban ecology and environmental governance, urban culture and urban image, as well as urban safety and social governance. The CIUG has made a series of achievements while strengthening its role in policy advice, academic research, international and domestic influence, talent attraction and institutional mechanism.

 

Institute of Health Yangtze River Delta

The Institute of Health Yangtze River Delta is a shared platform initiated by SIPA, SJTU and CIUG under the guidance of the Regional Cooperation Office of the Yangtze River Delta,supported by the relevant health departments in the Shanghai Municipality,Jiangsu, Zhejiang and Anhui provinces. The Institute was officially inaugurated at the first Yangtze River Delta Health Summit on May 11, 2019. The overall goal of the Institute is, by implementing the national strategies of "Healthy China" and "Regional Integration of the Yangtze River Delta",based on the Yangtze River Delta and taking a broad view of the whole China, to form an interdisciplinary, interdepartmental and cross-regional mechanism and closed loop of integrating government, industry, academia, research, innovation, and practice, and become an innovative and comprehensive health think-tank with wide influence in the Yangtze River Delta region and even the entire nation.

 

SJTU-UNIDO Joint Research Institute for Green Growth

The SJTU-UNIDO Joint Research Institute for Green Growth, with the joint support of the United Nations Industrial Development Organization and Shanghai Jiao Tong University, was established underSIPA, SJTU, with the aim of building a first-class platform of a research think-tank and international cooperation with integrated and innovative disciplines. Since its establishment, this Institute has been focusing on the areas of green growth, circular economy, resource efficiency and environmental management, and policy analysis.It obtains information on the latest international developments through participation in UN projects, and conducts multilateral cooperation withorganizations in the European countries, United States, and Japan. The Institute is working closely with the UNIDO Shanghai Investment Promotion Center to establish a sustainable technology application centerand jointly promote the transformation of industrial green growth and the construction of eco-industrial parks in the Yangtze River Delta region so as to achieve coordinated regional development.

 

International Institute for Emergency Governance

The International Institute for Emergency Governancewas established under SIPA, SJTUin November 2019 to servemajor national strategic needsat both international and national/city levels. The Institute's main research areas are international security, public safety and emergency governance studies. Relying on SJTU’s public administrationdiscipline that featuresan intersection of Arts and Science, a strong foundation and great teamwork, the Institute responds effectively to the strategic needs of international security and emergency governance research.In addition, through integratingresearch resources in the areas of international relations, public safety, and emergency governance, undertaking major national projects, producing policy advice reports, publishing high-level academic papers, and developing high-quality training programs, the Institute aims to make valuable theoretical and practical contributions to the urban governance in Shanghai, national public safety, as well as international relations.

 

China Institute for Public Welfare

The China Institute for Public Welfare, formerly known as the Third Sector Research Center of SJTU, was established on December 28, 2016, with the aim of developing the cause of public welfare, promoting public welfare culture and boosting social development.Its mission is to improve theresearch system of public welfare in China, respond to the needs of the public welfare industry and build bridges of communication and cooperation. The Institutealso serves as the research and training base of the Ministry of Civil Affairs and Shanghai Municipality.It was among the first groups of the China Think Tank Index (CTTI) source think tanks and awarded "China Core Think Tank" by the Chinese Academy of Social Sciences.The journal published by the Institute, China Third Sector Research, was listed in the Chinese Social Sciences Citation Index (CSSCI), and awarded “Outstanding Serially Paper Collection” by Social Science Academic Press (China).The Instituteactively plays the role of a university think tank and provides strong academic support for the development of China's charity and public welfare industriesbyconducting project research, thematic studies, and academic exchanges.

 

International Cooperation

SIPA has been actively engaged in international cooperation while focusing on China. We have signed cooperation agreements with over 30 world-renowned universities including Harvard University, Leeds University, University College London, Waseda University, Monash University,Hebrew University of Jerusalem, and Erasmus University Rotterdam.We offer two international Master’s programs and one international Ph.D. program and have had over 500 international students from almost 60 different countries. The school hosts a number of high-end international conferences every year, including the annual Global Cities Forum and the biennial Deans’ Forum on“School of Public Policy/Public Affairs and Societal Development.” World-renowned scholars such as Robert D. Putnam were invited to give academic lectures at SIPA. In order to expand students’ global vision and help them become globally competitive, the school provides financial support for participating high-level international academic conferences and overseas exchange programs.
