Mrs. Carrie Lam Cheng Yuet-ngor Visits SJTU and Delivers Keynote Address

On the morning of October 21st, the 7th China Public Administration Discipline Construction and Development Summit (Deans) Forum, organized by the School of International and Public Affairs at Shanghai Jiao Tong University (SJTU), was held at the Wenzhi Hall on SJTU Xuhui campus. Ms. Carrie Lam Cheng Yuet-ngor, former Chief Executive of the Hong Kong Special Administrative Region, attended the forum's opening ceremony and delivered a keynote address titled "Public Administration: Concepts and Practice." SJTU President and Chinese Academy of Sciences Academician Professor DING Kuiling, along with other university leaders, participated the event. Mr. LI Baorong, President of the China Public Administration Society, nearly a hundred experts and scholars participating in the 7th China Public Administration Discipline Construction and Development Summit, faculty and students from the School of International and Public Affairs, and alumni representatives were also present to listen to the address.

 

Ms. Carrie Lam Cheng Yuet-ngor, from the perspective of a "public administration practitioner," discussed the historical background and significant achievements of the "One Country, Two Systems" policy. She introduced Hong Kong's constitutional order, political, economic, and social systems. Drawing from her 42 years of uninterrupted public service and dedication to serving citizens, she provided vivid case analyses related to urban development, community development, rural conservation, and social welfare. These examples highlighted the Hong Kong Special Administrative Region government's emphasis on the "rule of law" as a central component of its public governance approach. She elucidated the practical application of public administration theory in Hong Kong and shared her hopes and expectations for Hong Kong's future development.
