Title: Citizen Participation in U.S. Policymaking: Who Participates? Does It Matter?

Abstract: This talk will examine the notice and comment process, an important avenue of public participation in U.S. policymaking. It will present information about who uses this form of participation, and it will also address the extent to which this participation affects government decision making.

Bio:
Steven J. Balla is a professor at George Washington University in Washington, DC. He has been a Fulbright Scholar in China on two occasions, once at Peking University and once at Nankai University. He is happy to be returning to Shanghai Jiao Tong University, which he last visited in 2008.
