Most countries have both private and public sectors, so it is important to study economics of public sectors. This course will be divided into two parts. The first part will focus on the principles of public economics. Topics covered include: public goods theory, externality theory, natural monopoly, public choice theory, public expenditure, tax analysis and so on. The second part will emphasis on the detailed knowledge of China’s public sector and public policy. In this part, topics covered include: China's tax system, budget system, fiscal system, bureaucracy, industrial policy, government debt, SOE sectors.
This is a course for graduate students. Lecturing and discussion are both required in class. Through this course, students can analyze and evaluate a detailed public policy from the public economic perspective and understand the most important public economic issues in China nowadays.
